Council Manual


Introduction

The purpose of this Council Manual is for reference and gives practical information for any existing Council members, but also gives information for any ISCVE members who are considering joining Council.

Council role

While the Directors are elected by the members and are responsible for the business and legal activities of the ISCVE, Council members are elected by the members and are responsible for the technical (learned society) activities of the Institute.

Committees

Council can delegate any of its powers to a Committee. A Committee should consist of a Committee Chairman, preferably an existing Council member and committee members who shall be members of the ISCVE.

Council elections

Members are formally elected to Council at an AGM on receipt of nominations. Members can also be co-opted to Council prior to an AGM taking place. There should be a maximum of nine ordinary Council members and three co-opted Council members at any one time. Positions are elected for a three-year term. At the end of that term of office, candidates can either resign or be re-elected.

Council are responsible for electing the President, Vice President and Immediate Past-President. The Vice President will assume the role of President and the President will assume the role of Immediate Past-President after the three-year term of office.

Council meetings

Council meetings are held quarterly, usually at (but not restricted to) a venue in the Home Counties. Refreshments are served at the meetings. It is not expected for Council members to be reimbursed for expenses incurred by attending Council meetings.

The quorum for a Council meeting is four, of which two shall be the President, Immediate Past President or a Vice-President.

Apologies for not attending Council meetings must be given 48 hours prior to the meeting, unless there are extenuating circumstances for less notice.

Council have the right to ask Council members to resign their position if attendance at meetings is recorded at less than one per year, unless there are extenuating circumstances for their absence.

Any ISCVE member can attend a Council meeting, as an observer, with prior notice.
